US elevates bilateral ties with Vietnam to Comprehensive Strategic Partnership

The United States elevated bilateral ties with Vietnam to a Comprehensive Strategic Partnership as President Biden visited Hanoi on a two-day visit on September 10, to meet with the country’s leadership and enhance U.S.-Vietnam cooperation in various fields.

According to the White House statement, the leaders of the United States and Vietnam hailed “a historic new phase of bilateral cooperation and friendship” by upgrading the relationship to a Comprehensive Strategic Partnership for the purposes of peace, cooperation, and sustainable development. The statement added that “The United States supports a strong, independent, prosperous, and resilient Vietnam.”

U.S. President Joe Biden met with Prime Minister Pham Minh Chinh of Vietnam at the Office of the Government in Hanoi, on September 11. During the meeting, both leaders discussed the new U.S.–Vietnam Comprehensive Strategic Partnership and announced the U.S.–Vietnam Semiconductor Partnership.

President Biden and Secretary Blinken also convened a U.S.-Vietnam Innovation and Investment Summit with U.S. and Vietnamese industry leaders and discussed priorities for expanding technology and economic cooperation, including Vietnamese investments in the United States.

During his visit, President Biden also attended an official meeting and state luncheon with Vietnam’s President Vo Van Thuong at the Presidential Palace in Hanoi. Both leaders discussed business and economic ties, as well as the cooperation issues in “technology cooperation and Vietnam’s clean energy transition plan under the new U.S.-Vietnam Comprehensive Strategic Partnership,” the White House statement read.

U.S. President Biden also met with the Chairman of the National Assembly of Vietnam Vuong Dinh Hue at the National Assembly in Hanoi. According to the White House statement, “President Biden and Chairman Hue discussed the historical significance of this visit to the bilateral relationship and future cooperation opportunities under the new Comprehensive Strategic Partnership,” the statement read.

The White House joint statement highlighted that the leaders of the United States and Vietnam agreed to coordinate in the Mekong and Red River Deltas; multi-sector adaptation to climate change; pollution reduction, and voluntary technical assistance for modernized transmission infrastructure, renewable energy integration, climate market development, energy storage solutions, and the improvement of regulatory framework to enable a speedy and just energy transition.

The U.S. and Vietnamese leaders also commended close cooperation between the two countries to overcome the consequences of war, regarding this as a priority in bilateral relations that contributes to the building of mutual trust and understanding.
